Update CI/CD settings UI text (part 2)

What does this MR do?

Update the UI text for the CI/CD settings, see !63120 (merged) for first pass of edits to this page.

This second pass does more minor updates for the bits that were not touched in the first MR:

• Simplifies and clarifies the UI text
• Removes or updates placeholder text to match the actual behavior.
• Adds docs links or updates the link text, as needed.
• Removes the bold from checkboxes (no longer the standard: !65407 (comment 618913914))
