Terms of service settings UI text update

What does this MR do?

Updates the UI text for the Terms of Service and Privacy Policy feature.

Resolves #330185 (closed)

UI Text:

• Light copy edits
• Adds a few docs links to help get information on the feature, and help with Markdown.

Docs:

• Quite a bit of simplification
• Remove screenshots that aren't needed.
• Reorganize the information so that we only need one section, and copy edit.
