Separate CE from EE components on secure configuration form

What does this MR do?

When I reviewed the fix !67169 (diffs) for #336472 (closed) , I realized the components in the fix was not a part of EE but we have them under EE page object. So I decided to open this follow up MR to separate these component and the related UI actions from the EE portion accordingly.
