Draft: feat: Segment MR diffing by feature availability
What does this MR do?
Limits SAST and Secret Detection report diffing to GitLab Ultimate, exposing report findings as raw "added" counts for all lower tiers.
This addresses ~performance issues by limiting the expensive deserialization and comparison logic to only projects with the specified license.
