Add validation specs for WebHook and SystemHook url for local requests

What does this MR do?

This MR adds some validation specs for the existing url validations that check for application settings before allowing local requests from WebHook and SystemHook models.

The spec changes came out an MR that was removing some methods !67198 (closed) that was later closed because the methods were needed !67198 (comment 639271410).
