Refactor timezone UI and documentation
What does this MR do?
Follow up to: !66493 (merged).
There's little to do on the Admin side now, so plugs a gap in user docs.
While here, we can be super consistent on how we spell "time zone". This requires some UI changes.
We might be able to close: #27858 also.
