Add ContentEditorError component

What does this MR do?

This MR introduces a ContentEditorError component for the ContentEditor feature. The goal of this component is capturing when the ContentEditor class triggers an error and displaying that error to the user.

Context

This MR forms part of a bigger refactoring to simplify the process of initializing the Content Editor in features across GitLab. Check !67372 (merged) to see this component in action.
