Change discard changes button to be icon button

What does this MR do?

Update the discard all changes button in the WebIDE to use the gl-button.

This change also allows the button to follow the gl-button styling for an icon button in tertiary variant.

At the moment, there is an extra class gl-shadow-none! added to override the styling scoped to the WebIDE to have a border on all buttons.
