Set WorkItem type on issue creation/update

What does this MR do?

Whenever an issue is created, set it's work_item_type_id to one of the default types in the work_item_types table. We also need to handle issue type update so new issues don't get out of sync if the type is changed after creation.

An upcoming MR will then fill in the work_item_type_id field for all older issues.
