Add note about duplicate helm charts to docs
What does this MR do?
According to the epic &5070, Developers+ can publish duplicate name+versions of helm charts to the registry. WHen downloading a chart with duplicate versions, the latest will be returned. This behavior caused some confusion in a recent issue, so this MR adds a note to the docs to clarify the behavior.
