Fix feature flag check for security policy project
What does this MR do?
Addresses: #335661 (closed)
This MR fixes the feature flag check while creating a security policy project. The feature flag should be checked for already existing project (security_policy_target_project) and not for the newly created security policy project.
This feature is still behind feature flag security_orchestration_policies_configuration, so this change will not cause any issues.
