Resolve "GitLab commit comments fail with "old" line_type"

What does this MR do?

#335337 (closed) shows that using "old" as a line_type attribute in the commit comments API doesn't post a comment to the line you specify. "new" works, but "old" does not.

This MR adds a few checks and functions to make it work!
