Additional namespace validation for AdditionalPack

What does this MR do?

This MR ensures that when attempting to change the namespace Ci::Minutes::AdditionalPacks are associated to, that the two namespaces being used in the service are actually different, otherwise we can just raise an error and abandon the move.

This addresses the question raised here: !67630 (comment 646842499)
