Fix Rubocop Graphql/Description offenses [RUN AS-IF-FOSS]

What does this MR do?

This MR fixes some Graphql/Description offenses that were added to .rubocop_manual_todo.yml in !67473 (merged).

The fix is to remove "A " or "The " from the beginning of the descriptions.
