Improves merge request JS bundle

What does this MR do?

This optimizes the JS bundle for the merge request show page to make it quicker to boot up the notes & diffs app. Also this changes some async loading of the notes/mr_notes store, which for the mr_notes store is a over 1mb uncompressed.
