Remove special case for test and staging stages [RUN AS-IF-FOSS]

What does this MR do?

This change removes the special case condition for Test and Staging stages in Value Stream Analytics. For these stages we showed CI build records in the list which caused statement timeout for large groups.

• Note 1: I tested the BE changes with the old FE code and it works.
• Note 2: I checked the docs and we don't have a section about the record list. So there are no docs changes.
