Remove the FF ci_reset_bridge_with_subsequent_jobs

What does this MR do?

This MR removes the feature flag ci_reset_bridge_with_subsequent_jobs.

• Rollout issue: #329194 (closed)
• feature: Parent pipeline fails to proceed to next stage if job in child pipeline (strategy: depend) fails and then passes
• Introduced in: !60376 (merged)
• It's already enabled by default.
