Clarify behavior of internal and public templates

What does this MR do?

This MR adds the following clarifications to the doc Custom instance-level project templates:

  • the value of Security & Compliance does not affect the visibility of project templates
  • access permissions for internal and public projects should be configured in the same way to make project templates visible
  • projects are created with Metrics Dashboard set to Only Project Members by default, and users should change it if they want to make a template from a project
