Ignore Ci::Build 2PC offenses with Deployment

What does this MR do?

This is the first time we use the 2PC cross-database modification check utility.

We have a cross-database modification happening in the Ci::Build state machine transition. It caused most of the failures during the CI test run where the check was enabled globally.
