Pipeline Security: Rename "scanner" to "tool"
What does this MR do?
This is part of a renaming effort to move all instances of "Report Type" to "Tool".
This MR tackles the pipeline security tab's modal.

How to setup and validate locally (strongly suggested)
- Run pipeline
- Go to pipeline's security tab
- Click on a vulnerability
- The modal now should show "Tool" instead of "Scanner"
