Add a cleanup job for docs review apps

What does this MR do?

Taking inspiration from the review app cleanup task, this tries to get the ball rolling to do the same for docs review apps, with review-docs environments. We can stop anything older than 20 days, and delete older than 30 days.

We have 22k+ ancient review apps that are filling up the project with useless refs that apparently get downloaded every time you do certain Git actions (pull, fetch, clone?):
