Add details to SSH key restrictions documentation

What does this MR do?

The documentation for SSH key restrictions did not explain the defaults or the current SaaS settings. This adds a section to explain.

This is related to !68762 (merged) and was motivated by a discussion in Slack#g_manage_compliance where it was unclear what the SaaS settings were.
