Add iteration selector to board scope

What does this MR do?
Adds iterations by cadence dropdown to board scope, behind :iteration_cadences feature flag.
At this stage, Current option is at the top level of the iteration dropdown. A follow up iteration will allow to select Current iteration within a cadence.
