Update Actionable Insight template to make issue confidential by default

What does this MR do?

Adds a /confidential quick action to the issue template to ensure Actionable insight issues are confidential by default. The reporter can remove this if not appropriate, but allowing issues that should be confidential to be created as non-confidential is a bigger risk than vice versa.
