Add support for issues filtering by milestone wildcards via REST APIs

What does this MR do?
Adds support for filtering issues with milestone wildcard ids None, Any, Upcoming and Started using the param milestone_id through REST API.
Negated filtering is supported for Upcoming and Started.
Resolves #335939 (closed)
milestone_id to be consistent with the existing params that accept wildcard values. The param milestone_id only accepts the milestone values. See &6390.
