Allow to open table editing dropdown from headers

What does this MR do?

It adds the ability of performing the following actions from a Table’s header:

  • Add row after
  • Add column before/after
  • Delete column

How to setup and validate locally (strongly suggested)

  • Edit a wiki page in your local environment
  • Click "Use the new editor" button
  • Insert a table in the editor
  • Position the cursor in one of the cells in the table’s header.
  • You should see a down caret that allows you performing editing actions on the table’s structure.
