Allow to open table editing dropdown from headers
What does this MR do?
It adds the ability of performing the following actions from a Table’s header:
- Add row after
- Add column before/after
- Delete column

How to setup and validate locally (strongly suggested)
- Edit a wiki page in your local environment
- Click "Use the new editor" button
- Insert a table in the editor
- Position the cursor in one of the cells in the table’s header.
- You should see a down caret that allows you performing editing actions on the table’s structure.
