Change NonStandardQuotes Vale rule to error level

What does this MR do?

This MR:

• replaces all fancy quotes with standard quotes
  • For the SVG file, the altered text is elasticsearch-rails' internal class
• changes the NonStandardQuotes Vale rule from warning to error level
