Clarify what PSQL min version to use
What does this MR do?
Base on feedback received on zd-236843(internal) from customer. The statement
"We highly recommend using the minimum PostgreSQL versions (as specified in the following table) as these were used for development and testing:"
Is not clear if wehighly recommend *not going below* the minimum version...
or `recommend using exactly the minimum version (meaning it is more like a required version than a minimum)? In other words, is using Postgres 13.x with GitLab 14.x a bad idea?
I tried to make this statement a bit clearer by still maintaining the essence.
