Replace "any eligible user" with "eligible users"

What does this MR do and why?

As previously suggested and reminded, this modifies some language related to Merge Request approvals to match a similar change in the same area of the product (changing "any branch" to "all branches"). However, instead of changing "any eligible user" to "all eligible users" as originally suggested, this simplifies it to "eligible users".
