Add link to initial OmniAuth config from SAML page

Most of our OmniAuth provider config steps have a step linking to Initial OmniAuth Configuration for initial settings. For example, Google does this. SAML did not for some reason. This came up when @ovider asked about automatically signing in with SAML and I realized it wasn't linked.
