What does this MR do and why?

Remove the note of switching to Developer console on OKTA as it seems to be deprecated by now and provide the correct steps instead.

Also, adding a screenshot for how to set the preferred GitLab username for users to be provisioned, when assigning the SCIM app to users on Okta.

How to set up and validate locally

Test on Okta dev org.
