Create hand raise controller endpoint

Related to #334211 (closed)

Thee current MR and the https://gitlab.com/gitlab-org/customers-gitlab-com/-/merge_requests/3919 won't be used, until the frontend MR !70044 (diffs) gets merged, and it's feature flag is set on.

Ultimately we also have a User Acceptance Test by the growth & marketing teams here: https://gitlab.com/gitlab-com/marketing/marketing-operations/-/issues/5477

So hopefully we shall test end to end from Gitlab, CustomersDot, Nexus, Marketo, Salesforce during October on "staging" environments behind feature flags.
