Add runner_features column runtime_runner_features
What does this MR do and why?
This MR add a column ci_builds_metadata.runtime_runner_features
. The reason is that there are two different types of runner "features". One category is used to determine whether or not a job can be registered to a certain runner upon the job registration call. The other, which is what the current ci_builds_metadata.runner_features
is meant to persist are features that GitLab Rails needs during runtime to use certain features during job execution.
Naming the column runtime_runner_features
will clarify this. #343389 (closed) will drop the existing runner_features
column.
