Create Issue template process for empty state regions

What does this MR do and why?

Adds a new merge request template based on our new empty state docs update: gitlab-org/gitlab-services/design.gitlab.com!2526 (merged). This ensures we follow a consistent process to achieve one of the three goals of our empty state regions, in collaboration with the growth team who will serve as the DRI for most empty state solution implementations.
