Update the deprecation review process

What does this MR do?

This updates the process (in the deprecations MR template) for the TW to handle deprecation entries. The TW reviewers will now need to run a rake task to update the doc before merging. This process is similar to updating the gitlab.pot file, or graphql doc.

It also adds a note to the "hidden code" in the deprecations MR, in case anyone looks there and needs to know how to run the rake task to update the doc.
