Rename ZenTao integrations feature flag

What does this MR do and why?

This MR renames the ZenTao integrations feature flag because the previous name zentao_issues_integration was the same name as a licensed feature, which prevents the flag from being toggled with GitLab's chatops. See this Slack thread (internal, good for 90 days).
