ci: Default FREQUENCY to empty string

What does this MR do and why?

This is overridden in scheduled pipelines (and given https://docs.gitlab.com/ee/ci/variables/#cicd-variable-precedence, variables defined in pipeline schedules take precedence over jobs' variables).

Without this, the literal $FREQUENCY is appended to environment names, which isn't ideal.
