Fix `uninitialized constant` error

What does this MR do and why?

I keep running into this error on GDK when using a page that uses the REST API:

gdk restart temporarily fixes it, but it always comes back

How to set up and validate locally

Not exactly sure when it happens but I mostly get this error when using a page that makes an API call to /api/v4/*.
