What does this MR do and why?
Related to #341949 (closed)
To increase discoverability for the features that can be enabled with Registration features, we'll be presenting in-app messages/hints. In this case, for setting a repository size limit for groups, projects, or globally.

How to set up and validate locally
- Go to the corresponding section for setting the size limit for groups, projects, or global.
- Scroll to the Size limit per repository (MB) or Repository size limit (MB) field.
- Toggle a local license/subscription and/or registration features.
