What does this MR do and why?

Workhorse-only MR would not get a valid pipeline since setup-test-env wouldn't be created due to the Workhorse patterns not being part of .code-backstage-qa-patterns, e.g. !73202 (merged).

This MR introduces a new rules set for setup-test-env which includes Workhorse patterns.

Testing this with !73283 (closed).
