Describe in detail what your merge request does and why.

As I tried to contribute translations to GitLab, I tried finding the technical terms glossary described in https://docs.gitlab.com/ee/development/i18n/translation.html#technical-terms, but got confused as to where to find them. I tried finding it from within the translation interface or from the "resources" section of CrowdIn (which has a Glossaries section), both of which were incorrect places.

Updating the guidance here to tell users explicitly where to find the glossary.
