Enable workhorse_use_sidechannel by default

What does this MR do and why?

This changes two things:

  1. Use sidechannel conections between Workhorse and Gitaly
  2. Update developer documentation to reflect that we no longer need or use CI_PRE_CLONE_SCRIPT for gitlab-org/gitlab
