Topic management: add link to topic detail page

What does this MR do and why?

In !71033 (merged), the topic management (for admins) was introduced. Later, a details page for topics was introduced in !71830 (merged).

This MR turns the topic names in the topic management into links to the corresponding details page.

How to set up and validate locally

  1. Visit topic management in admin area: http://localhost:3000/admin/topics
  2. Click on a topic name in the list
