What does this MR do and why?

This MR contains some preparation work for !69350 (merged) and

  • extract helper methods into own module
  • refactors and enhances specs to anticipate upcoming changes in !69350 (merged)

  1. Move helper methods related to issue types into a helper module
  2. Restrict permissions to create an incident to Reporter and up

How to set up and validate locally

Verification that creating incidents still works for Guest+ (will change in !69350 (merged)).

  • As Guest go to Monitor > Incident
  • Click Create Incident
  • Create an incident
  • Change Issue Type to Issue again
