Migrate To-Do list tabs to GlTabs
What does this MR do and why?
This MR migrates the tabs on the To-Do list page (/dashboard/todos) to GlTabs.
It also adds a new helper: gl_tab_counter_badge. This is used in the MR to indicate how many to-do items are "pending" and "done" in the respective tabs.
