Remove rate limiter feature flag

What does this MR do and why?

Remove feature flag for switching the rate limiter to use the new increment strategy.

This was already enabled on GitLab.com since 2021-11-05. The FF was mainly for disabling until it's fully deployed to production to prevent problems with canary. So I'm removing it directly here.
