What does this MR do and why?
Adds a badge to the "Projects using custom settings" tab that indicates how many projects are overriding the settings.

How to set up and validate locally
To "override" an integration's setting:
- Set up any integration at the admin level.
- Set up the same integration for a project, using custom settings.
- Return to the admin-level integration. The counter should be
1.
