Add UI wait for labels_widget ff functionality

What does this MR do and why?

Fixes a flaky test by waiting for the labels_widget feature flag functionality to be available in the UI. Staging has an application settings cache that can take up to a minute to reflect FF changes. Tested against staging locally.
