Disallow crawler indexing of Group SSO login page

As per #9625, the Group SSO login page for private groups can be accessed by knowing the correct URL.

Although this behaviour is accepted, there is no need to unnecessarily advertise the existence of these pages. This MR adds a disallow rule to robots.txt to ensure the page doesn't get returned in search engine results.
