Docs: Deprecation notice to Policy Editor (UI only)

What does this MR do?

Adds a deprecation notice to the Policy Editor (UI only).

Note: the reference points to "Container Network Policy" but the text says "Policy Editor UI", so I'm not sure that I added the deprecation notice to the right section.
